Riad Mahmud is a Senior Lecturer in the Department of Law at East West University, where he mainly teaches Public International Law and Constitutional Law. He also supervises dissertations on contemporary issues of Public International Law. Additionally, He is enrolled as an Advocate at the Dhaka Bar Association.
He received his Erasmus Mundus Joint Master's Degree in International Law of Global Security, Peace, and Development (ILGSPD) in 2024, having pursued studies at the University of Glasgow, Institut Barcelona d'Estudis Internacionals (IBEI), and Radboud University. He also holds an LL.M. in International and Comparative Law and an LL.B. from the University of Dhaka.
During his Erasmus Mundus programme, he carried out research at the Radboud University Law Clinic on fair recruitment standards for labour migrants (2023–2024). He was also selected to participate in the Munich Advanced Course in International Law of Sanctions at Ludwig Maximilian University, Munich (2023), and the Utrecht Summer School on Unilateral Sanctions under International Law at Utrecht University (2024).
Riad specialises in public international law, particularly coercive measures under international law, global governance, international cooperation, and transboundary accountability. He frequently conducts interdisciplinary research that combines international law and international relations. His publications cover international law, labour governance, energy regulation, environmental law, and transboundary accountability.
He currently collaborates in research and policy-making as Thematic Editor for International Cooperation and Governance at the POLIscope Institute, Advisor to the Bangladesh Chapter of the International Law Students Association (ILSA), and Director of Administration and Finance at the Bangladesh Center for Refugee Law Studies (BCRLS).

Riad’s research interests include international sanctions and coercive measures, Third World Approaches to International Law (TWAIL), State Responsibility and Attribution and Global Governance and accountability.
He is currently researching the TWAIL dimensions of Democratic and Global Magnitsky sanctions; attribution and state responsibility for the conduct of non-state actors; the legal protection of stray animals in South Asia; and the adequacy of Bangladesh’s legal framework in addressing heat-induced climate challenges.

His teaching areas include Public International Law, Constitutional Law, Laws of International Organisations, International Law on Refugees, Migrants and Stateless Persons, Company Law, Specific Relief Act, the Laws of Limitations, and Legal History. He primarily teaches Public International Law and Constitutional Law at the undergraduate level, and supervises dissertations on contemporary issues of Public International Law.
